Job Summary

We are looking for a highly skilled Proposal Manager to lead a team in developing complex proposals and task orders that drive business growth and customer satisfaction. The successful candidate will have a strong background in proposal management, business development, and team leadership. You will be responsible for setting the overall strategy for content development, managing and leading a team, and communicating with stakeholders to drive business growth.

Key Responsibilities

  • Set the overall strategy for content development and maintain a high degree of decision-making authority.
  • Lead and manage a team in the development of complex proposals and task orders to craft compliant, responsive, and compelling deliverables.
  • Provide strategic guidance and mentorship to team members and hold them accountable for their work.
  • Proactively manage stakeholder relationships and communicate proposal strategies and progress to senior leadership.
  • Refine and optimize proposal processes and best practices to drive pursuit excellence.
  • Perform detailed analysis of solicitation documents to assess requirements and build compliance matrices, schedules, and annotated outlines.
  • Manage and interact with capture teams, subject matter experts, graphics and desktop publishing teams, and other stakeholders to guide proposal development efforts.
  • Facilitate proposal kick-off meetings, milestone meetings, color reviews, and recovery periods to ensure quality deliverables.
  • Maintain comprehensive knowledge of past successful proposal activity and use Parsons' repositories to identify past content potentially relevant to current proposal efforts.
  • Write non-technical portions of the response, including cover letters, executive summaries, team qualifications, and various management plans.
  • Review all proposal drafts and final documents to ensure responsiveness, thoroughness, accuracy, and quality.

Essential Qualifications

  • 8+ years of managing and writing/editing multi-volume proposals and speed of light task order cycles that have resulted in Federal contract awards with values of more than $50M.
  • In-depth understanding of how to develop compelling and compliant Government RFI, RFP, and RFQ responses.
  • Capable of facilitating strategy and storyboarding sessions.
  • Experience developing proposal responses that include orals slides and video or live presentation.
  • Strong organizational skills.
  • Ability and willingness to travel 20-30% of the year.
  • US citizenship.
  • Clearable (willingness to obtain and maintain a clearance).

Preferred Qualifications

  • Bachelor's degree.
  • TS/SCI clearance.
  • Experience working in a SCIF environment.

Compensation and Benefits

The salary range for this position is $46.35 - $81.11 per hour. We offer a comprehensive benefits package, including medical, dental, and vision insurance, paid time off, and holidays.
