Agency HR Consultant II (Criminal Justice Processing Consultant) - INTERNAL to STATE GOVERNMENT

This Criminal Justice Processing Consultant will provide consultative services to managers, HR staff, and third-party partners regarding the criminal justice standards, background check, and assessment methods and steps of the Department of Public Safety's various hiring processes.
This position will serve as the Department's Terminal Agency Coordinator (TAC) and serve as liaison to the Federal Bureau of Investigation, Criminal Justice Training and Standards Commission, and Sheriff's Standards Commission on all background and assessment related employment matters.
Other job duties for this position include:
• Managing the Criminal Justice Standards certification process for the Division of Juvenile Justice, including ensuring certification requirements are met between the North Carolina Criminal Justice Standards Division and Juvenile Justice field locations
• Serving as an expert on laws, policies, and procedures related to criminal justice processing, background checks, and employment assessments
• Maintaining current knowledge to consult on employment concerns including education verification, drug testing, criminal charges and convictions, Criminal Justice certification and other issues, and medical information
• Keeping staff abreast of changes in policies and procedures, including developing and providing training for staff to address changes
• Revising current policies, procedures, and best practices in line with federal and state laws, administrative codes, and Criminal Justice Standards guidelines
• Ensuring that all policies related to the completion of background checks and applicant / employee processing are adhered to, including performing audits and reporting incompliance as needed
• Representing the Department to the State Bureau of Investigation (SBI), Criminal Justice Information Standards (CJIS), Criminal Justice Standards, and other third parties, including maintaining presence at meetings with stakeholders
• Ensuring staffing changes are reported, users are maintained, and systems used for tracking the employment process are upkept
• Conducting yearly National Criminal Information Center (NCIC) / National Law Enforcement Telecommunications System (Nlets) Originating Agency Identifier (ORI) audits and validations
• Monitoring the criminal background check and assessment processes for the Department to ensure compliance with SBI, OSHR, and DPS standards, including providing feedback and consultation to division staff when necessary
• Providing guidance to Department staff on the background and assessment phases of the hiring process in the State's Applicant Tracking System /Human Capital Management System, Workday
• Tracking actions taken in Workday to advance recruitment processes of both certified and non-certified positions related to background checks and assessments completed as part of the recruitment process
• Performing investigations as needed into employment issues related to the certification process, including working with other functional areas of Human Resources such as the Employee Relations team
• Maintaining user resources, materials, notices, and reports to track the certification lifecycle
• Managing user training in collaboration with Criminal Justice Standards, including ensuring that operators and other HR staff have received appropriate training at both the agency level and from the Standards Commission
• Coordinating agency audits, including working with SBI staff during audits, coordinating agency response to identified compliance issues, and monitoring adherence to compliance efforts
This position will supervise one permanent, full-time HR Technician III and will report to the DPS Central Human Resources Staffing and Recruitment Manager.
About the Recruitment and Staffing Unit:
The Recruitment and Staffing Unit is responsible for managing and administering the recruitment program for all non-certified positions and temporary staffing services for the Department of Public Safety (DPS). The Unit reviews, analyzes, and provides consultation to DPS management on strategic recruitment and staffing needs to include training hiring managers and staff, recruitment and posting of positions, screening applicants to determine qualifications and priority statuses, overseeing Department-wide compliance in the background check and assessment processes, implementing special recruitment initiatives for difficult to recruit positions, coordinating and participating in hiring events, and managing the DPS Internship program.

This is a full-time position (40 hours per week) with State Benefits, including paid vacation, paid sick leave, paid holidays, retirement, and health insurance. Management Preferences
• Current DCI Operator Certification
• Experience serving as a Terminal Agency Coordinator (TAC) or Assistant Terminal Agency Coordinator (ATAC)
• Experience performing audits of background check results, decisions, document retention, or other related records
• Experience managing a human resources program or team performing employment, employee relations, compliance, or other related work

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required;
or
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources;
or
equivalent combination or education and experience.
