The determination of the position and pay will depend upon the applicant's qualifications. This a 40 hour per week position that comes with employer paid medical premiums, health savings account, and is part of the Public Employee Retirement System (see the benefits tab for more information). The Opportunity The Florence Public Works Department is dedicated to professionally maintaining and improving the current infrastructure of water, sewer, storm, street, airport and park services, to the highest possible standards for our community. Job Description The Role The GIS Analyst is an entry level professional contributor that provides support for larger projects across the City and that also performs the standard and specialized work relating to Geographic Information Systems (GIS) for the City. This includes maintaining and building GIS databases of the City's infrastructure, assets, and other information useful to the City's operations; as well as producing, developing, implementing, and maintaining reports, maps, and other deliverables based upon the GIS databases. The ideal candidate has strong attention to detail and sets a high-quality bar. This person likes to solve problems and is willing to learn how to utilize GIS in a public agency environment. Specific responsibilities include, but are not limited to: * Maintain and update the City's GIS data on infrastructure, streets, and utility systems. • Collect infrastructure data using GPS equipment and software, including importing GPS data into existing databases. • Act as records custodian for as-built drawings, maps, and other related records. • Produce, develop, and maintain a variety of reports, maps, and drawings. • Produce, develop, and maintain a variety of reports (statistical, summation, analysis, etc.) and geographic maps, drawings, and databases and perform research of historical data to inform said accurate production, development, and maintenance. • Develop, implement, publish, and maintain interactive maps that show City infrastructure, zoning, inventory and other items. • Work collaboratively with internal departments to develop story maps to for publication as part of various City projects. • Act as point of contact for day-to-day operations of the GIS program with internal and external customers. • Research and review land use transactions, work with legal descriptions, create maps, etc. • Be accurate and able to take specific direction well • Be knowledgeable and able to answer questions of both internal and external customers • Provide excellent customer service at all times • Adhere to the City's Values, Mission Statement, and Core Competencies and represent the City to the community for a full job description. Qualifications What to bring with you * Bachelor's degree from an accredited university with major studies in geographic information systems or closely related field; AND Two (2) years of professional applicable experience and training in a full range of GIS applications * Must have at least one (1) year of experience working with version 10.3 (or higher) of ArcGIS, including at least some professional/project experience with ArcGIS StoryMaps and ArcGIS Online/Enterprise. • Knowledge of cartography, use of GIS in a professional setting, and knowledge of GIS software • Knowledge of customer service techniques • Skills in communication, time management, and in using technology • Ability to craft professional documents, perform detail-oriented assignments in a timely manner, build relationships and work well with others Nice-to-haves * Familiarity with or experience processing or writing grants or grant applications. • Knowledge of or experience in municipal infrastructure. • Master's degree from accredited university in geographic information systems, geography, or related field. • Familiarity with or experience with AutoCad software. Additional Information Recruitment Timeline Here is a rough timeline for this recruitment. These will be reviewed internally by City staff and top scoring candidates will be forwarded to interview with the Public Works Director. • Estimated start date around the end of October, but know that we are willing to be flexible on the start date. We want the best candidate, not someone that must start at the end of October. However, this depends upon the position/recruitment. In certain circumstances, the City may forgo the in-person panel interview and move on to the Department Head interview. All applicants will go through the same process. • The Department Head interview is typically the final stages of the process and your chance to leave an impression through your enthusiasm, preparation, abilities, and resume. After this interview, the Department Head and the City Manager will meet to discuss the candidates and the City Manager will make the final decision based on the Department Manager's recommendation. Human Resources will reach out to all applicants and confirm their status in the application process. The top candidate will receive a conditional offer that specifies what background procedures will be conducted (depends upon position). • Applicants not selected may be placed on an eligibility list for the Department to use in the 6 months following the close of the recruitment. This list will allow the Department to pick up with the candidates where they left off in the recruitment should another vacancy for the same position become available.
