Key Responsibilities
As a Code and Building Enforcement Officer, you will be responsible for:
- Interpreting and enforcing Municipal Codes and other applicable regulations during investigations of complaints and/or other violations
- Investigating routine complaints from the public, City departments, or other public agencies
- Preparing detailed reports on building conditions and violations
- Preparing periodic activity reports and correspondence
- Processing corrective orders and enforcing compliance with zoning, housing, and local or state codes and ordinances
- Coordinating with other departments and agencies to assess jurisdiction and assist the public in obtaining solutions to code violations
- Issuing stop-work orders, correction notices, and citations as necessary
- Preparing, documenting, and tracking procedures for the abatement of public nuisances
- Working with the Office of the City Attorney and Municipal Court when legal action is necessary
- Providing court testimony when required
- Maintaining a close working relationship with City departments, County departments and agencies, and state agencies to facilitate the City's codes enforcement program
- Investigating complaints concerning new construction or work involving permits
- Conducting field inspections of building sites to ensure compliance with building and related codes and regulations
- Inspecting sites and buildings before construction or alteration to determine practicability of plans, compliance, and regulations, and validity of permits
- Researching ownership and lien holders of subject properties
- Enforcing deadlines, tracking cases, and documenting procedures taken by the City to hold responsible parties accountable for abating code violations
- Interacting with the public in potentially volatile situations and resolving disputes in a tactful and productive manner
- Preparing and maintaining a comprehensive file system of investigations and inspections
- Preparing and providing timely and comprehensive reports
Essential Qualifications
To be considered for this position, you must possess:
- A high school diploma or equivalent certificate or diploma recognized by the State of California
- An Associate's degree or two (2) full academic years of attendance at an accredited college or university with a major in engineering, architecture, construction technology, administration of justice, or another related field
- Two (2) years of experience in working with issues involving building codes, related law, planning, code enforcement, zoning, building construction, building permit issuance, or a related field
- A valid California Driver License with a driving record acceptable to the City
Preferred Qualifications
We prefer candidates who possess:
- Possession of any certification from an accredited Municipal Code Enforcement organization
- A PC 832 Certificate
- Possession of a Building Inspector Certificate from the International Code of Council (ICC)
Skills and Competencies
To succeed in this role, you must possess:
- Knowledge of Uniform Codes related to housing, abatement of dangerous buildings, and applicable Delano Municipal Codes
- Knowledge of applicable laws and ordinances regulating building construction and zoning
- Ability to maintain complete files, investigative records, and other relevant evidence for use in administrative and legal proceedings
- Skill in reading, interpreting, and enforcing complex codes and regulations
- Ability to conduct effective and timely investigations
- Excellent communication and interpersonal skills
- Ability to work independently and make sound and independent judgments within established parameters and guidelines
