Job Overview

The Specialist in Preschool Services will play a vital role in providing vision, leadership, and expertise to schools and Child Find Assessment centers regarding the implementation of curricular and instructional initiatives. This position requires a strong and diverse skillset in relevant areas, including special education, child development, and instructional design. The successful candidate will be responsible for ensuring equal access to the curriculum and differentiated instruction in the least restrictive environment (LRE) while developing a continuum of services to support students with disabilities. Key Responsibilities

  • Provide leadership for school-based and Child Find Assessment Center teams in the identification, implementation, and evaluation process for students receiving special education services
  • Measure and monitor student progress towards IEP goal mastery and students' response to targeted interventions
  • Assist schools in the development of IEPs that address student progress in relation to state standards
  • Attend Individualized Education Program (IEP) team meetings, as needed
  • Provide supervision to the resource teacher(s), Office of Birth to Five Services' paraprofessional(s), and Early Intervention Assistants
  • Participate in supervising and evaluating the effectiveness of Office of Birth to Five Services staff members to ensure adherence to BCPS policy and Master Agreement guidelines
  • Provide leadership to schools and assessment centers regarding compliance with federal and state special education mandates
  • Collaborate with the Office of Placement to discuss potential services or placement options to ensure the least restrictive environment
  • Collaborate with the Early Childhood office to ensure BCPS curricular standards are followed for students with disabilities inside and outside of the general education environment
  • Plan and deliver professional development for early childhood teachers
  • Provide leadership to school administrators in organizing and scheduling instruction for students with disabilities inside and outside general education to increase student achievement
  • Analyze school data to assist supervisors in identifying and implementing appropriate supports and interventions necessary to provide provision of services to meet the needs of students with disabilities in their least restrictive environment (LRE)

Essential Qualifications

To be considered for this position, you must have:

  • A master's degree in special education or a related field from an accredited college or university
  • Three years of successful teaching experience
  • Two years of progressively responsible leadership/management experience in an early childhood public educational setting
  • Possession of, or eligibility for, a Maryland Advanced Professional Certificate with special education and Administrator I endorsements
  • Thorough knowledge of inclusive educational practices, IDEA guidelines, IEP development, LRE (Least Restrictive Environment), and compliance with federal and state mandates
  • Demonstrated expertise and experience in assessment/data analysis and instruction for ages birth to five
  • Strong human relations, communication, and organizational skills
  • Strong computer/technology skills

Preferred Qualifications

While not required, the following qualifications are preferred:

  • Experience working with students with disabilities in an inclusive educational setting
  • Knowledge of evidence-based practices and MSDE guidelines for early intervention and early childhood services for children with disabilities
  • Experience with leadership development activities and remaining current on best practices in special education
  • Strong analytical and problem-solving skills
  • Ability to work effectively in a team environment and build strong relationships with colleagues, parents, and community partners
