Departmental Analyst 12 (Senior Contract Administrator & Monitor)
This position functions as senior analyst responsible for the procurement of goods and services, and monitoring of contracts for the designated counties within the Business Service Center (BSC). This position is responsible to effectively use contracts as a resource to meet MDHHS goals and objectives. The position provides administrative control for services being funded from a variety of sources and responsibilities include but are not limited to; development of a database of contracts in the BSC geographic area, analyzing Comprehensive Local Purchase Plans (CLPP's), monitoring spending, implementing demand planning by developing purchasing schedules to balance workload and consolidating purchases for all counties in the BSC area. This position prepares and processes Civil Service Personal Service (CS-138) requests, assists the Bureau of Grants and Purchasing (BGP) Contract Analyst in developing, reviewing, and approving bid documents. This position determines when contracts and amendments are needed and initiates these requests and assists in developing non-standard service descriptions when needed. In addition, this position coordinates with the Grants Administration of BGP to provide technical assistance in the contract monitoring process and is responsible to review progress, assess effectiveness and identify needs for improvements in the contract monitoring process. Responsibilities include but are not limited to developing contract monitoring plan that consists of pre-award activities; performing contract risk assessments; off-site and on-site performance monitoring and providing oversight of corrective action plans, and report writing. Position functions as the expert liaison between local MDHHS county offices, the BSC and BGP. This position develops manual material, assists in training MDHHS staff and contractors in purchasing and contracting procedures, contract monitoring, resolves contract problems, and prepares reports of contracts and contracting activities for the BSC. This position requires travel.

Education
Possession of a bachelor’s degree in any major.
Experience
Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
Departmental Analyst 9 - 12
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

The physical location of this position is hybrid/TBD. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
• A secure work location that allows privacy and prevents distractions.
• A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
• Suitable lighting, furniture, and utilities.
