Job Highlights and Overview

This is a unique opportunity to work on a high-impact project, designing and delivering an all-payer claims database that incorporates data from multiple state systems, producing analytic results via dashboards and reports. As a Data Analyst, you will play a critical role in driving business growth, improving operational efficiency, and enhancing customer value. You will work closely with cross-functional teams, including project managers, subject matter experts, developers, and testers, to ensure seamless project execution and delivery of high-quality results.

Key Responsibilities and Expectations

As a Data Analyst, you will be responsible for:

  • Establishing and implementing appropriate team structures to complete program implementation, ensuring efficient and effective project delivery
  • Building and maintaining positive relationships with client executive leadership, Optum delivery teams, and other stakeholders to drive alignment and collaboration
  • Leading the Joint Application Development (JAD) process, driving alignment on requirements and functionality, and ensuring that all stakeholders are informed and engaged
  • Soliciting, reviewing, analyzing, and creating business requirements, with a focus on delivering high-quality results that meet customer needs and expectations
  • Developing and maintaining business requirements documentation, ensuring that all stakeholders have access to accurate and up-to-date information
  • Delivering results with efficiency, quality, and customer value, measuring and reporting results to clients and stakeholders, and identifying areas for improvement
  • Engaging clients and stakeholders to manage risks and resolve issues in a timely and effective manner, ensuring that project timelines and budgets are met

Essential Qualifications and Requirements

To be successful in this role, you will need:

  • A Bachelor's degree or equivalent experience in a related field, such as business administration, computer science, or healthcare
  • 5+ years of demonstrated experience in soliciting, reviewing, analyzing, and writing functional and non-functional business requirements, with a focus on delivering high-quality results that meet customer needs and expectations
  • 5+ years of experience performing and leading requirements gathering and validation, with a focus on driving alignment and collaboration among stakeholders
  • 3+ years of demonstrated experience in the healthcare industry, with a focus on claims, provider, or member data, and a deep understanding of industry trends and regulations
  • 2+ years of experience managing project controls, including issues, risks, requirements, scope, and schedules, with a focus on delivering results that drive business growth and improve operational efficiency
  • Experience maintaining visibility on day-to-day activities with project teams and ensuring sufficient facetime with key executive stakeholders, with a focus on building relationships and driving collaboration
  • Experience engaging in government RFP responses and SOW activities, with a focus on driving business growth and improving operational efficiency
  • Experience in the healthcare operational services industry, with a deep understanding of industry trends and regulations, and a focus on delivering high-quality results that meet customer needs and expectations
  • Demonstrated experience partnering with stakeholders (client and internal) to ensure the proper strategy, plan, alignment, integration, and visibility, with a focus on driving collaboration and delivering results
  • Demonstrated knowledge of technology industry trends and tools, with a focus on leveraging data insights to inform strategic decisions and drive business growth
  • Understanding of applicable regulations (e.g., HIPAA, SOX) and Health Care Company policies/standards (e.g., RSA, security), with a focus on ensuring compliance and delivering high-quality results that meet customer needs and expectations

Preferred Qualifications and Requirements

While not required, the following qualifications and requirements are preferred:

  • Willingness and ability to meet with state clients and conduct requirements sessions in HST (Hawaii) time zone, with a focus on building relationships and driving collaboration
  • Prior Business Analytics experience with experience in state government environments, specifically Medicaid, with a focus on delivering high-quality results that meet customer needs and expectations
  • Location in Hawai'i or on the west coast (PT & MT time zones), with a focus on facilitating collaboration and communication with clients and stakeholders

Ideal Background and Experience

The ideal candidate will have extensive experience as a delivery professional managing relationships with State or Federal government executives in both implementation and on-going operations phases of large government health services contracts. This candidate will be an established leader with operational credibility and experience in the areas of implementing business service operations and Medicaid Management Information Systems (MMIS) or Enterprise Data Warehousing (EDW), and leading efforts that bring best possible solutions to the marketplace.
