Job description: Description :OverviewMilliman’s Indianapolis Health Practice is seeking a Child Welfare Associate, Medicaid who will advise public sector clients on rate setting and financing for child welfare and related children’s behavioral health programs. Projects will include analysis of child welfare and children’s behavioral health program design, payment rate development, and analysis of provider/agency financial information. The ideal candidate has professional project management experience combined with knowledge of social service and other public health programs. - Support consultants with project management
- Analysis of child welfare data related to placement settings and services, such as kinship and adoption assistance, for the purposes of developing provider, maintenance, and agency administrative payment rates
- Analysis of child welfare and Medicaid financial data for the purpose of developing payment rates
- Facilitation of stakeholder discussions and project management related to payment rate development projects
- Coordinate with state agencies and stakeholders in a transparent manner to build consensus on payment rate methodologies
- Develop and review payment rate models for foster care, healthcare, and other social services supports
- Collaborate with state agencies to design, develop, and implement outcome-focused and value-based payment mechanisms and incentives to drive outcomes
- Recognition and identification of reporting errors and development of proposed solutions
- Ad-hoc financial reporting on an as needed basis
- Ensure quality control processes and procedures are followed
- Detailed knowledge of Child Welfare, Medicaid, and other government healthcare programs
- Proficient in Microsoft Office Suite, specifically PowerPoint and Excel
- Experience with reviewing and using data to inform decision making
- Strong organizational and/or project management skills with attention to detail to manage multiple projects at the same time
- Strong written and verbal communication skills
- Ability to communicate with all levels within the organization
- Ability to work within a team environment and independently manage own work
- Master’s degree in Social Work, Public Health, Public Policy or a related field
- 2+ years of professional experience in Child Welfare, Medicaid, or a related human services field
- Experience with Medicaid managed care programs
- Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, Pennsylvania, Virginia, Washington, or the District of Columbia the salary range is $86,680 - $138,820.
- New York City, Newark, San Jose, or San Francisco the salary range is $94,560 - $151,440.
- All other locations the salary range is $78,800 - $126,200.
