Growing together.The VP – RPF Excellence Office (REO) is responsible for responsible for designing and delivering differentiated solutions and capabilities that drive the Community & State growth agenda. This executive leader ensures the organization’s success in competitive RFP processes by leveraging enterprise-wide assets, fostering cross-functional collaboration, and crafting market-leading solutions aligned with operational and member experience priorities.The VP – REO must possess deep expertise in operations and member experience, along with strong organizational agility to coordinate enterprise resources, proof points, and solution development. This role requires intimate knowledge of the Community & State business model and ongoing engagement with teams across the enterprise to ensure alignment of functional capabilities with evolving market needs. The VP – REO is accountable for representing their functional area in all pre-bid and bid activities.You’ll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges.Primary Responsibilities:RFP Strategy and Execution
  • Solution Development: Create and maintain, in partnership with functional area leadership, baseline population and product frameworks that align with best-in-class, differentiated offerings for competitive bid submissions
  • Competitive Analysis: Assess market trends, competitor solutions, and enterprise proof points to influence investments and drive innovative solution development
  • Cross-Functional Engagement: Collaborate with teams across Community & State, UHC, UHN, and Optum to align bid strategies with organizational assets and ensure highly competitive RFP responses
  • Innovation: Identify opportunities for continuous improvement and innovation across the enterprise to enhance product offerings and maintain a competitive edge
  • Medicaid Expertise: Translate state-specific requirements and goals into actionable enterprise strategies to address evolving Medicaid expectations
Content Ownership and Coordination
  • Content Leadership: Serve as the single accountability owner for RFP sections related to operations and member experience, ensuring cohesive, high-scoring responses. Lead the development of strategic approaches and detailed responses for assigned questions while providing direction and oversight to a team of REO Directors to ensure alignment and excellence across all contributions
  • Enterprise Collaboration: Coordinate input across all functional teams, health plan and regional leaders and growth teams to craft unified content for RFP responses, ensuring alignment with state-specific win themes
  • Bid Preparation: Partner with health plan leaders, regional teams, solutioning teams, and writers to ensure the delivery of competitive and compelling bid responses
Performance Outcomes
  • Deliver RFP responses that consistently rank in the top 1st or 2nd scoring tiers overall, with high performance in individually assigned sections
  • Effectively manage multiple active bids while preparing for upcoming opportunities, ensuring seamless execution and alignment with strategic priorities
Scope of Responsibilities:The VP – REO (Operations & Member Experience) oversees a broad range of operational and member experience domains, including but not limited to:
  • Member and provider call
  • Member navigation
  • Value added benefits
  • Claims
  • Encounters
  • Payment integrity and fraud, waste, and abuse (FWA)
  • Appeals and grievance
  • Operational capacity and efficacy

  • 10+ years of direct management / leadership experience
  • 10+ years business development, product development, and/or responding to RFPs within a matrix environment – preferably managed care or related industry – including teams with direct and indirect reporting relationships
  • 10+ years of experience in developing, managing, and building innovative relationships with external customers and / or community partners
  • Community development experience
  • Effective at building mutually beneficial executive-level relationships, both internally and externally
  • Commitment to work flexible hours to support bid preparation
*All employees working remotely will be required to adhere to UnitedHealth Group’s Telecommuter PolicyThe salary range for this role is $191,800 to $364,800 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with al minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
