Job description: Description of WorkPosition is funded in part through federal funds.**Position is eligible for a hybrid remote teleworking schedule to include weekly onsite work hours.****This is an Internal Posting open ONLY for current DHHS employees and eligible RIF Candidates from NC State Government to include eligible current Temporary Employees.** Position oversees the quality assurance program for vocational rehabilitation services and requires extensive travel within the western region of the state. Key responsibilities include conducting audits of casework records to ensure compliance with program standards and federal regulations; consulting with field staff and management on casework issues; and providing training and technical guidance to counselors and other field-based personnel. The role also involves administering the promotional testing process for independent rehabilitation counselors.   • Demonstrated experience delivering rehabilitation services to individuals with a wide range of disabilities, including physical, sensory, cognitive, and mental health conditions.

  • Proven ability to review and approve casework and service delivery decisions within a vocational rehabilitation (VR) program, ensuring compliance with policy and quality standards.

  • In-depth knowledge of the North Carolina Division of Employment and Independence for People with Disabilities (EIPD) Vocational Rehabilitation (VR) and Independent Living (IL) policies and procedures, as well as applicable federal regulations issued by the Rehabilitation Services Administration (RSA).

Management preference will be given to applicants with:


  • Experience designing and delivering training sessions or presentations for internal staff and external stakeholders.

  • Proven ability to collaborate effectively in team-based environments.

  • Demonstrated skill in prioritizing tasks and applying strategies to meet multiple deadlines.

Minimum Education and Experience RequirementsSome state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. See for details. Master's degree in Rehabilitation Counseling or Counseling from an appropriately accredited institution and two years of experience in a rehabilitation service program;

OR

Master's degree in a closely related field from an appropriately accredited institution and three years of experience in a rehabilitation service program;

OR

Bachelor s degree in rehabilitation counseling, counseling, or a closely related field from an appropriately accredited institution and four years of experience in a rehabilitation service program;

OR

an equivalent combination of education and experience.NOTE: For temporary, contract or other supplemental staffing appointments: There are no paid leave, retirement or other benefits associated with these appointment types. For permanent and time-limited appointments:
