For more information, go to . The CBMS Product Team oversees product management and user acceptance testing for the Colorado Benefits Management System (CBMS). It provides these services for all programs within CBMS, including Medicaid, SNAP, and TANF, among others. We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. • *Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.** The Medicaid Operations Office welcomes your interest in the Colorado Benefits Management System (CBMS) Deputy Product Owner position. This position is the staff authority for the implementation of the CBMS product in HCPF. As such, the position addresses the product, business analysis, and program needs of CDHS and HCPF, county partners and OIT. Responsibilities in this position include: • Oversee the execution, planning, and implementation of CBMS programs including working and coordinating with OIT, user groups, Work Plan Sub Committee (WPSC) and key vendor partners. • Combined accountability to CDHS (Colorado Department of Human Services) and HCPF for the successful day-to-day management of CBMS programs and outcomes. • Design the strategy, processes, and guidelines to maintain and/or improve the delivery and • effectiveness of CBMS in Colorado by managing the methodologies, policies, and procedures of the CBMS product team. • Determine the business plans and how they integrate with the mission/goals for CBMS as well as develops and manages budgets. • Create, maintain, and improve the operations (processes, policies, methodologies) of the CBMS product team. • Crucial link between agencies and counties to influence and ensure that CBMS programs are well planned, implemented, and that outcomes meet the needs of program areas. • Represent the interests of the CBMS Product Owner and Leadership in various meetings. CBMS Product Owner and Contract Manager in leadership of the unit, strategic planning, risk assessment and mitigation, and interagency coordination and communication. • Collaborate with OIT, the CBMS vendor partners, FLIPT, WPSC, user groups, the ESC, the Governor's Office of State Policy & Budgeting (OSPB); and the General Assembly's Joint Budget Committee (JBC). MINIMUM QUALIFICATIONS: Experience: Nine (9) years of professional experience managing a program or projects in application of IT solutions to solve business problems, including CBMS knowledge/experience and/or eligibility experience OR Education and Experience: Graduation from an accredited college or university with a bachelor's in Business or Information Technology AND Five (5) years of professional experience managing a program or projects in application of IT solutions to solve business problems, including CBMS knowledge/experience and/or eligibility experience Substitutions: Work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. A master's or doctorate degree from an accredited college or university in Business or Information Technology or a field of study closely related to the work assignment may be substituted for the bachelor's degree and, one or two years of general experience respectively. Preferred Qualifications: • CBMS knowledge/experience and/or eligibility experience • Prior experience working with diverse stakeholders or managing stakeholder relations; • Knowledge of how to gather and analyze data and produce reports based on the findings • Creativity and innovation including the ability to come up with unusual or clever ideas about a given topic or situation, or to develop creative ways to present materials • Self-motivated and self-directed, while possessing the ability to work in a team environment. • Proven ability to analyze and improve processes and procedures, in order to find efficiencies and create successful outcomes. • Demonstrated ability to work effectively, multi-tasking in a fast-paced environment, balancing business needs, resolving competing priorities and meeting project deadlines. • Experience analyzing business requirements for technology design and development. • Ability to communicate effectively across multiple levels of the organization including managing through cross-business areas or business unit prioritization discussions. • Project Management Background. • Prior related State of Colorado experience.
