The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.The NC Wildlife Resources Commission's Wildlife Management Division, which is comprised of three Programs, monitors the health and status of wildlife populations, developing and administering programs for their management and wise-use and, when necessary, helping to resolve human-wildlife interactions in a manner assuring a diverse wildlife resource for future generations of North Carolinians. The division provides services in a variety of ways, including providing technical guidance to landowners wanting to manage wildlife on their lands and monitoring the health and status of wildlife populations. The Game & Furbearer Program works to ensure the long-term viability of game and furbearer populations by providing the best possible scientific information on the status and management of each species and its habitats so that regulations and management are based on objective data. The Operations Program coordinates the delivery of technical guidance/assistance on wildlife and wildlife habitats on private lands, including implementation of organized agency, state, and national level programs. The Wildlife Diversity Program's purpose is to survey, monitor, research, and manage nongame wildlife resources, including state and federally listed species, and provide sound recommendations on the conservation and management of these species. The North Carolina Wildlife Resources Commission is accepting applications for a Conservation Biologist II (Migratory Game Bird Biologist) for our Wildlife Management Division's Game & Furbearer Program.This Migratory Game Bird Biologist will:Serve as North Carolina's representative to the Atlantic Flyway Council Technical Section and the Eastern Management Unit Dove Technical Committee to provide input to and review of North American and Flyway management plans and initiatives and provide input on migratory bird matters to the U.S. Fish and Wildlife Service.Represent the NCWRC on state, regional, and local partnerships and working groups to ensure that critical migratory game bird conservation objectives are met.Coordinate and assist with all aspects of the development of annual regulations for the hunting of migratory game birds, including preparation and presentation of proposed regulations to Commissioners.Participate in the coordination of survey, monitoring, and research activities for all species of migratory game birds in North Carolina. This includes necessary analyses and preparation of various reports.Work closely with the NCWRC's Waterfowl Biologist and other staff to plan and assist with field activities involving migratory game bird research and monitoring projects, including but not limited to waterfowl and dove banding.Work in coordination with the Waterfowl Biologist and other Wildlife Management Division biologists to ensure the acquisition, distribution, and reporting of FWS bird bands as a necessary part of agency bird banding activities.Assist the Wildlife Health Biologist and other staff in coordinating responses to mortality and disease events involving migratory game birds. Serve as the Commission's primary contact with the public on migratory game bird issues, some of which are extremely controversial, and coordinate the agency's process for obtaining public input and selection of annual migratory game bird hunting seasons. Examine management implications relative to population dynamics and status so that agency hunting regulations and associated policies may be based on sound and reliable data. Work with the Waterfowl biologist and other field staff to provide technical assistance to private landowners and the public in implementing projects to enhance habitat. As requested, provide technical assistance as it relates to migratory game bird species and habitat management on public lands/Game lands managed by the NCWRC's Land and Water Access Division. This position is HOME-BASED. The workstation for this position is in the employee's home-based office using an agency-provided computer, vehicle, tools, and other necessary equipment. The employee in this position is expected to provide home office space compliant with WRC and State policies. The location of the home-based office may be within the NCWRC's District 1 (Bertie, Camden, Chowan, Currituck (mainland only), Dare (mainland only), Gates, Hertford, Hyde (mainland only), Martin, Pasquotank, Perquimans, Tyrrell, and Washington counties). Additional home-based office locations may also include Beaufort, Craven, and Pitt counties in the northern part of NCWRC District 2.A Monday-Friday schedule is associated with this position which involves working 40 hours per week (specific times set by manager). Evenings and weekend work may be required on occasion. This position also requires frequent in-state and out-of-state travel.
