Digital Service Experts are diverse, experienced, senior technologists that are part of the Colorado Digital Service within the Governor's Office of Information Technology. This team of engineers, product managers, designers, and procurement specialists work alongside public servants empowering them to incorporate diverse best practices to deliver digital services for Coloradans.
The Digital Service Expert is a Human-Centered Design (HCD) Specialist with a proven track record of delivering software that solves real-world problems On our team, the HCD Specialist:
Uses their expertise to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.
Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government to communicate major initiatives to the public and support the recruitment of top technical talent into the State government.
Uses their demonstrated experience launching technical products and building strategic partnerships to fulfill the Governor's priorities.
Serves as a respected authority on a diverse range of issues related to technology, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.
Articulates the "for you, with you, by you" strategy of working with agencies, learning what works, and adjusting the strategy as necessary.
Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.
Primary Duties Include
Research and Design
Lead all phases of user experience product or service delivery.
Conduct design research (both generative and evaluative) that is thoughtful, ethical, and uses an appropriate method.
Communicate compelling stories and artifacts drawn from research that illustrate the pros and cons of various options to support collaborative decision-making.
Provide leadership and guidance on topics such as interaction design, service design, content design, system design, or information architecture.
Product Strategy and Development
Partner with a Product Manager to generate an innovative, high-level product strategy as well as the practical project steps and considerations to get there.
Incorporate HCD into modern software development practices (eg. agile, kanban, etc.), coordinating with a cross-functional team to achieve a strategic vision.
Collaborate with the development team to ensure a high-quality and accessible user experience.
Communication and mentorship
Clearly communicate user-centered methods and their value to non-designers.
Create written materials and visual artifacts that are accessible and help drive alignment within a team.
Facilitate collaborative decision-making through activities such as workshops that involve people impacted by the project (i.e. end-users).
Mentor and coach colleagues and partners who are taking on new tasks and roles within design and research.
Share knowledge, techniques, tools, patterns, and expert advice with colleagues, partners, and the public.
Promote empathy not just for members of the public, but also partners across the government.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
Minimum Qualifications:
Work Experience
At least 5 years of experience as a Human-Centered Designer or User Experience Designer in complex environments;
Documented proficiency in working collaboratively with teams across the software development life cycle.
Experience using customer data and user research to drive an organization to become more user-centric.
Experience working collaboratively with cross-functional teams across the product delivery lifecycle using modern software development practices such as agile or lean.
Experience coaching or teaching others in modern software development practices.
Function/Technical Knowledge & Skills:
Demonstrates expertise in multiple areas of design (ex. service design, interaction design, user research, visual design, etc.),
Strong communication and leadership skills,
Self-motivated and able to effectively manage time and tasks,
Ability to solve complex problems, participate in continuous improvement, and adapt to the ideas of others,
Can thrive in low product and HCD maturity environments.
Substitutions:
• Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
• Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
• Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Fluent verbal and written Spanish language skills.
Conditions of Employment:
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
This position is intended to work primarily remotely with periodic and required reporting to our Denver Office. All remote work must be performed in Colorado.
TERM LIMITED POSITION: This position is a two-year assignment to the Colorado Digital Service team and is eligible for all State employee benefits.
If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
