This is a home-based full-time, non-permanent Nursing Consultant Institutional (NCI) position located within the Health Systems Quality Assurance (HSQA) division anticipated to last approximately 11 months.
This position requires regular travel in order to conduct on-site and off-site inspections and investigations, as needed, in multiple geographic areas within Washington State.

OHSO achieves this through timely, comprehensive, consistent, and fair inspections, investigations, providing reports that identify areas of non-compliance with existing regulations and, when required, initiate enforcement action to protect the public. We also serve as the contracted agency for the Centers for Medicare and Medicaid Services (CMS) for federal enforcement standards.
Serving as an agency clinical expert in health care facility inspections and complaint investigations, you will conduct on-site and off-site inspections to determine compliance with state and federal health and safety standards applying professional judgment, skills, technical knowledge, and current standards of nursing practice.
Assigned health care facilities include but are not limited to Opioid Treatment Programs (OTP), Behavioral Health Hospitals (HPSY), Carceral Settings (including prisons, jails, and juvenile rehabilitation facilities), Pediatric Transitional Care Facilities, Residential Treatment Facilities (RTF), Behavioral Health Agencies (BHA), and other facility types as assigned.
This Nursing Consultant Institutional position may also serve as a clinical expert assisting other inspectors and investigators representing the agency to health providers, facilities, patients, the public, and others regarding issues of high visibility or sensitivity.
Key responsibilities include, and are not limited to
• Coordinate, direct, and perform initial and routine inspections and/or complaints investigations of assigned facilities under the direction of the supervisor.
• Develop an overall approach and create an inspection or investigation plan by gathering information on past inspections, complaints, current laws, rules, regulations, clinical standards, and team member/co-worker input for planning and organizing inspection and investigation processes.
• Collect information by interviewing staff, patients, family members or representatives, providers, agency/facility personnel, other interested or affected parties, and review documents, policies, and procedures.
• Observe and evaluate the health care facility or agency, as well as the operation of the facility's health and safety activities during inspections and investigations for compliance with health, safety, and clinical standards of practice.
• Review policies and procedures, health care facility or agency staff or personnel records to evaluate the regulated health care facility’s or agency's compliance.
• Identify findings in state and federal inspections and investigations;compile and prepare necessary documentation of deficiencies or violations in support of proposed corrective or legal action.
• Serve as primary point of contact with facility representatives and Office management.
• Prepare comprehensive reports to determine regulatory compliance for state-licensed and federally certified assigned healthcare facilities.
• Conduct initial and routine federal accrediting body certification and oversight activities for opioid treatment programs that include mobile and fixed medication sites that are seeking certification through the Substance Abuse and Mental Health Services Administration (SAMHSA) under the federal Department of Health and Human Services, in addition to state licensure oversight activities.
• Participate in legal proceedings related to enforcement actions associated with assigned inspections or investigations
• Coordinate with other state agencies, federal agencies, public health programs, organizations, local health departments, and community organizations as appropriate to integrate and promote consistency and clarity of information to advance patient safety.

Location and Flexibility
This position is Homebased. Duties require regular in-person attendance at various locations within the State, including attending required training. When not traveling for work, the incumbent may work from home, from a DOH facility, or work remotely from an alternate location.
Required Qualifications

Licensed as a Registered Nurse in the State of Washington or eligible to obtain licensure within six (6) months of hire.
Bachelor of Science degree in nursing.
AND
• Minimum of eight (8) years of professional clinical experience in the health care industry, including, but not limited to, facilities regulated by the agency.
• Minimum of two (2) years in a leadership role or supervisory experience such as nurse manager, lead, supervisor, or equivalent position.

Uses informed judgment, recognizes or anticipates when deviations from expected observations indicate a problem or issue that must be corrected. Identifies the most appropriate course of action in response to the observations, or to correct the situation. Is able to distinguish which critical observations must be documented. Understands how to document critical observations in a way that others can understand and act upon their significance.
Stress Tolerance - Ability to work under pressure to meet strict deadlines. Effectively handle and diffuse highly stressful or adverse situations, making good decisions, working calmly and accurately, and helping to calm.
Preferred/Desired Qualifications:
• Master's degree or higher in nursing or a health-related field.
• Specialty certifications applicable to behavioral health such as Certified Addictions Registered Nurse (CARN), Psychiatric-Mental Health (PMH-BC), or Certified Correctional Health Professional (CCHP-RN).
• Experience in a regulatory, survey, inspection, investigation, or accreditation environment.
• Experience working with and interpreting state laws, or federal regulations related to Opioid Treatment Programs (OTP), Behavioral Health Hospitals (HPSY), Carceral Settings (including prisons, jails, and juvenile rehabilitation facilities), Pediatric Transitional Care Facilities, Residential Treatment Facilities (RTF), Behavioral Health Agencies (BHA), or other regulated licensed or certified health care facilities.
